ppce500: add ppce500 to PACKAGE_EXTRA_ARCHS
ppce500 was broken because generated opkg.conf didn't contain a reference
to the core feeds. Fix it by providing PACKAGE_EXTRA_ARCHS as all other
PPC tune files do.
