lockedsigs
This was writing out locked-sigs.inc into cwd with every
'bitbake -S' invocation. When the intent is only to to get task
stamps (-S none), or print the difference between them (-S printdiff),
the file is unnecessary clutter.
A couple of selftests/scripts were however relying on this, so they're
adjusted to explicitly request the file.
eSDK code calls dump_lockedsigs() separately via
oe.copy_buildsystem.generate_locked_sigs() and so isn't affected.

This patch switches the compressor from Gzip to ZStandard for ssate cache
files.
Zstandard compression provides a significant improvement in
decompression speed as well as improvement in compression speed and disk
usage over the 'tgz' format in use. Furthermore, its configurable
compression level offers a trade-off between time spent compressing
sstate cache files and disk space used by those files. The reduced disk
usage also contributes to saving network traffic for those sharing their
sstate cache with others.
Zstandard should therefore be a good choice when:
* disk space is at a premium
* network speed / resources are limited
* the CI server can sstate packages can be created at high compression
* less CPU on the build server should be used for sstate decompression

We're having speed issues on the autobuilder due to the numbers of files in sstate
directories. We previously split these by the first two characters of the hash.
This change extends this to split by the next two characters as well, creating
more layers of directories.
This should signifiantly speed up eSDK builds on the autobuilder as the current
sstate layout simply isn't scaling there but addresses a general complaint.
gen-lockedsig-cache needed to be updated for the new split level sstate.
Also update tests for new layout.

Tests shouldn't be writing to layers during tests as this could corrupt
other tests running in parallel.
Modify the test to write the bbappend to a separate temporary layer
which is added and removed by the test. This avoids race failures
on the autobuilder.

There were two issues with the test one is that an equivalent hash
could come from the server meaning the signature didn't change when it
should. A uuid string is injected to ensure this does not happen.
If there were multiple warnings the test would also fail as only the
first is prefixed with WARNING. Tweak the string to avoid that failure
mode.

We keep seeing "cannot allocate memory" errors from rpm when signing packages
on the autobuilder. The following were tried:
* checking locked memory use (isn't hitting limits)
* Restricting RPM_GPG_SIGN_CHUNK to 1
* Limiting to 10 parallel do_package_write_rpm tasks
* Allowing unlimied memory overcommit
* Disabling rpm parallel compression
and the test still failed. Further invetigation showed that the --auto-expand-secmem
wasn't being passed to gpg-agent which meant the secmem couldn't be expanded hence the
errors when there was pressure on the agent.
The reason this happens is that some of the early gpg commands can start the agent
without the option and it sticks around in memory so a version with the correct
option may or may not get started.
We therefore add the option to all the key gpg calls.

This adds SPDX license headers in place of the wide assortment of things
currently in our script headers. We default to GPL-2.0-only except for the
oeqa code where it was clearly submitted and marked as MIT on the most part
or some scripts which had the "or later" GPL versioning.
The patch also drops other obsolete bits of file headers where they were
encoountered such as editor modelines, obsolete maintainer information or
the phrase "All rights reserved" which is now obsolete and not required in
copyright headers (in this case its actually confusing for licensing as all
rights were not reserved).
More work is needed for OE-Core but this takes care of the bulk of the scripts
and meta/lib directories.
The top level LICENSE files are tweaked to match the new structure and the
SPDX naming.

These IDs refer to testopia which we're no longer using. We would now use the test
names to definitively reference tests and the IDs can be dropped, along with their
supporting code.

We ideally don't want to use gpg from the host. This is straightforward for package
management but not for sstate.
For sstate, create a second build directory to run the test in using gnupg-native
from the original build directory.

Raising an assertionError in the class setup isn't a particuarly good way to
indicate gpg isn't installed. Instead skip the tests if the required binary
isn't present. For the signing tests we do require it to be present and can't
use a prebuilt one.

Previously oe-core had a development snapshot of rpm, it's better to update
to something more stable.

The high-level method tempfile.TemporaryDirectory give us no way to
ignore erros on removal thus use tempfile.mkdtemp instead. Ignoring possible issues
on removal is neccesary because it contains gpg sockets that are automatically removed
by the system once the process terminates, otherwise the following log is observed:

New framework has different classes/decorators so adapt current test cases to
support these. Changes include changes on base classes and decorators.
Also include paths in selftest/__init__.py isn't needed because the
loader is the standard unittest one.
