meta: cleanup PACKAGECONFIG ??= ""rbt/clean
The base.bbclass can handle PACKAGECONFIG well when it is not set, so
PACKAGECONFIG ??= "" isn't useful here, but there are a lot of them,
which may mislead the newbie that it is a must.
