This isn't used by anything in oe-core (or in common use in general, only one
package in Debian depends on it), so remove it from oe-core.

* replace do_pam_sanity function with distro_features_check inherit
* fixes:
WARNING: libpam-1.3.0-r5 do_pam_sanity: Building libpam but 'pam' isn't in DISTRO_FEATURES, PAM won't work correctly
in world builds and prevents user to build libpam at all without pam
in DISTRO_FEATURES, I don't see any users of this which wouldn't respect
pam in DISTRO_FEATURES
* only libuser is depending on libpam without respecting DISTRO_FEATURES
* there are few recipes in meta-oe layers depending on libpam without
respecting DISTRO_FEATURES, I've sent patch for them:
samba, openwsman, pam-ssh-agent-auth, sblim-sfcb, passwdqc, python-pam, smbnetfs
and omxplayer in meta-raspberrypi, I've sent PR for that one:
https://github.com/agherzan/meta-raspberrypi/pull/192
* poky-lsb will need to add pam to DISTRO_FEATURES in order to build
packagegroup-core-lsb

fedorahosted.org was retired on March 1st, 2017. This is to
update the SRC_URI to point to pagure.io. pagure.io is a
replacement for fedorahosted.

STAGING_LIBDIR, PYTHON variables
We patch Python's distutils modules to access STAGING_INCDIR/LIBDIR, so when
they are not set, scripts that utilize distutils (e.g. python-config) fail.
Several recipes need to export those manually to prevent such failures,
so let's do that in the class instead.
PYTHON variable is exported because otherwise autotools' python.m4
macro will pick up its own internal default, which may not be the version
that we want.
glib recipe in particular was previously using Python 2.x during build due to python.m4
defaulting to it - now it's using Python 3.x, and so needs a small fix in
deletion of *.pyc files.

xz-native is needed to decompress the sources but DEPENDS isn't correct
for this, its needed at do_unpack time. base.bbclass already handles
this correctly so drop the unneeded dependency.

In some recipes overly-split -dbg packages were merged into PN-dbg. Unless
there's a very good reason, recipes should have a single -dev and -dbg package.
