glibc-locale: Fix build error with PACKAGE_NO_GCONV = "1"
When the PACKAGE_NO_GCONV is set to 1 an empty directory is left behind from the do_install rule:

Please set FILES such that these items are packaged. Alternatively if they are unneeded, avoid installing them or delete them within do_install.

The simple fix is to prune the empty directory.
