Break the two shared libraries (libe2p and libext2fs) out of the general e2fsprogs
package and into their own packages. This avoids pulling in unwanted executables
when a distro only desires the basic tools (such as e2fsck and/or mke2fs).

Util-linux-ng put uuidd in ${sbindir}, e2fsprogs put it in ${base_sbindir}.
This change puts both in ${base_sbindir}.
Fixes a conflict when DISTRO=micro.

* only 769 from 1102 recipes were covered by automatic PR bump, list
of remaining 333 recipes not using PR/INC_PR is available for manual
PR add or INC_PR conversion - volunteers?

if We don't depend on util-linux-ng and that it has not been compiled yet
in e2fsck we get undefined references to:
e2fsck_free_context, check_super_block, e2fsck_fix_ext3_journal_hint,
e2fsck_journal_load,e2fsck_get_journal,e2fsck_check_ext3_journal,
e2fsck_journal_reset_super,setup_tdb

- libcom_err and libss libraries are now in separate packages
- headers and libraries are installed using upstream makefile
so no longer missing headers

Dropped libblkid, libuuid and fsck binary and use those which are in
util-linux-ng.
There are more and more applications/libraries which require libblkid
2.xx - for example recent HAL.
Unified recipes, moved to new staging, used BBCLASSEXTEND for native.

The issue with 1.41.5 went away for me when I installed 32bit compatibility
libs on my pure 64 bit system.

There is no need to ship mke2fs + mkfs.ext[2344dev] as separate
binaries. Same goes to e2fsck and fsck.ext[2344dev].
