tcl: Fix ${bindir}/tclsh symlink
* 8.6.1 version installs tclsh8.6 binary and tclsh symlink to tclsh${VER}
(tclsh8.6.1) which doesn't exist

* add another symlinks tclsh8.6.1 -> tclsh8.6
