The rationale is to streamline the overall build.
The system parts are only needed to run target images, and so can be
built towards the end of the build process. At the same time, the
system parts may need gtk+-native and mesa-native which add significantly
to the build time.
On the other hand, the usermode parts have almost no dependencies
and can be built quickly. They are needed at recipes build time to
run target binaries, and so are required quite early in the typical
build process.

getVar() now defaults to expanding by default, thus remove the True
option from getVar() calls with a regex search and replace.
Search made with the following regex: getVar ?\(( ?[^,()]*), True\)

- remove mips64 and mips64el from softmmuonly list
to enable user mode, they have been supported
since 2012.
- keep the softmmuonly list and for loop although
there is only one for now in case more supported
arches added.

For non-linux targets, don't return linux-user qemu targets. This change
also improves readability of the functions through better variable names.

qemu 2.1.0 support aarch64 targets, so add aarch64 to QEMU_TARGETS to
enable qemu aarch64 support.

In order to leavarage more emulations in oe-core
these targets needs to be built as well
Introduce new variable QEMU_TARGETS which
can be set by user to decide what all machine support
should be build into qemu-native
This one works adding same to qemu.inc does not
parse presumably a bitbake problem.
