base/license.bbclass: expand wildcards in INCOMPATIBLE_LICENSE
The whitelist processing in code in base.bbclass does not play well with wildcards in INCOMPATIBLE_LICENSES. The code expects bad_licenses to contain actual license names, not wildcards.
