python-twisted: inherit python-dir; fix install
Subpackages were empty because ${PYTHON_DIR} was undefined.
Also, PACKAGES += needed to be PACKAGES =+ for conch, etc.
While we are at it use ${PYTHON_SITEPACKAGES_DIR}.
