	        * Makefile: Amend make install-headers to install everything
	        necessary for building a cross-compiler.  Install gnu/stubs.h as
	        part of 'install-headers', not 'install-others'.

	        gnu/stubs.h, instead of computing the real thing.
	        * include/stubs-bootstrap.h: New file.
