In some recipes overly-split -dbg packages were merged into PN-dbg. Unless
there's a very good reason, recipes should have a single -dev and -dbg package.

${datadir}/X11/xorg.conf.d/.

The dependency adding function has nothing to do with package splitting, so move
it to a PACKAGEFUNC.

At build time extract the xserver driver ABI versions that we're building
against and add RDEPENDs on them, so the driver isn't used against an xserver
with a different ABI (which won't work).
