bison: remove obsolete patch
m4.patch was added before 2005 (history isn't in git, only BitKeeper) and doesn't appear to be needed anymore. Also add a comment to clarify why acpaths is required. Signed-off-by: Ross Burton <ross.burton@intel.com>
