python-setuptools.inc: clean up useless local var-DISTUTILS_INSTALL_ARGS
Since unify var-DISTUTILS_INSTALL_ARGS in distutils and setuptools,
The local var-DISTUTILS_INSTALL_ARGS broke do_install
...

ERROR: python3 setup.py install execution failed.
