liburi-perl: upgrade 5.08 -> 5.17
* Author changed back from ETHER to OALDERS
* Use CPAN_MIRROR for SRC_URI
* Update HOMEPAGE
* Update RPEPENDS for -ptest
* Patch to skip TODO test cases
